California is one of the stricter states for contractor licensing. Here is the full list of requirements as of 2026 — verify on cslb.ca.gov before applying since fees and rules adjust.

  • Age 18+
  • Valid Social Security Number or ITIN
  • Four years journey-level experience in the classification, within the last ten years
  • Pass two exams: Law & Business + trade exam (about 115 questions each)
  • Pass DOJ + FBI background check (Live Scan fingerprinting)
  • Post a $25,000 contractor bond
  • Provide Workers' Comp if you have employees (mandatory for C-39 Roofing)
  • Pay all CSLB fees (~$650 first year)

Experience documentation

Proving four years of journey-level work.

Experience is verified by a signed Certification of Work Experience — completed by someone who supervised you. That's typically a foreman, a licensed contractor you worked under, a project owner, or in some cases a journeyman with first-hand knowledge. CSLB occasionally audits — keep pay stubs, W-2s, and project addresses on hand.

Substitutions

Education and military credit can replace up to 3 years.

Approved trade school programs and apprenticeships count. Military trade training counts. A four-year construction-related degree can count for up to three years. You still need at least one year of journey-level field experience, regardless of substitutions.

Disqualifiers

What can stop your application.

Outstanding state tax liens, child support arrears, or unresolved unpaid civil judgments related to contracting can hold up your license. Felonies and misdemeanors do not automatically disqualify — disclose them honestly. CSLB evaluates relevance and time elapsed.

Do I need to be a US citizen to get a CSLB license?

No. CSLB requires a Social Security Number OR an ITIN (Individual Taxpayer Identification Number). Permanent residency is not required.

How recent does my experience need to be?

CSLB requires four years of journey-level experience within the last ten. If your work is older than ten years, you will need to retrain or use a qualifier arrangement.

Can I use a qualifier to skip the experience requirement?

Yes — a "qualifying individual" (RMO/RME) holds the experience on behalf of your company. Strict CSLB rules apply: the qualifier must be a real employee with actual control over the classification work.

Are continuing education credits required?

No, CSLB does not require CE for renewal at this time, with limited exceptions (asbestos certification). License renewal is fee-only every two years.
