Step 1

Pick your classification.

California issues licenses by classification: B General Building or a C-class specialty (C-10 Electrical, C-20 HVAC, C-27 Landscaping, C-36 Plumbing, and so on). You only need one — the one that matches the work you actually want to bid. If you do not know, the CSLB classification list is the source of truth; we list the labels on our Courses page so you can match the trade to its exam.

  • B General Building: structures with two or more unrelated trades.
  • C-class: single-trade specialties (electrical, plumbing, roofing, solar, etc.).
  • Law & Business: required for every classification, on top of the trade exam.

Step 2

Document four years of journey-level experience.

CSLB requires four years of journey-level (or higher) experience in the classification you are applying for, within the last ten years. Apprentice time counts at a discounted rate; supervisor or contractor time counts in full. Experience is verified by a "Certification of Work Experience" form signed by someone who supervised you — typically a foreman, a licensed contractor you worked under, or a project owner.

Step 3

Submit the application + fees.

File the Application for Original Contractor License with the CSLB. As of 2024–2026 the application fee is $450 (subject to change — check the CSLB site). You will also pay an initial license fee (~$200) and a bond (~$25,000 contractor bond, typically $200–$400/year through a surety). Workers' compensation insurance is required if you have employees, and required for C-39 Roofing regardless.

Step 4

Fingerprinting and background check.

After CSLB accepts the application, you get a Live Scan packet. You fingerprint at any authorized Live Scan location in California (or get fingerprint cards if you live out of state). DOJ + FBI background check follows. Misdemeanors and old felonies are not automatic disqualifiers — disclose them honestly on the application and CSLB will evaluate.

Step 5

Schedule and pass both exams.

When CSLB issues your "Notice to Appear," you have one year to take the exams at any PSI testing center. You sit Law & Business and your trade exam back-to-back, or on separate days. Both are computer-based, multiple-choice, about 115 questions, 3.5 hours, 73% passing on the trade exam. Step 6

Post your bond and activate the license.

After passing, CSLB issues a "Notice to Issuance." File proof of your contractor bond (and Workers' Comp if applicable), pay the initial license fee, and CSLB activates your license number. You can now legally bid and contract work over $500 in your classification. Renew every two years.

No. Out-of-state contractors can apply. You will fingerprint with cards instead of Live Scan, but the rest of the process is identical.
